Fundamentals of Test and Evaluation (T&E) Training: Test & Evaluation (T&E) is the process by which a system or components are compared against requirements and specifications through testing. The results are evaluated to assess progress of design, performance, supportability and the like.

There are different categories of test and evaluation. For example, developmental test and evaluation (DT&E) is an engineering tool used to reduce risk throughout the acquisition cycle. Operational test and evaluation (OT&E) is the actual or simulated employment, by typical users, of a system under realistic operational conditions.

Testing and evaluation professionals recommend approaches to make the process as efficient as possible. High up on the tip list is using common sense.

An example: The environment that your system is projected to operate in should be the same as the testing environment. You would not want to specify and test a system to operate to -100 degrees when the system has been designed to work in a temperate climate. This is a common pitfall when designing systems for mobile or airborne environments. So it’s critical that tests are realistic.

Also, don’t overlook the basics. Ensure that tests have been developed to be objective and capable of assessing compliance with a requirement.

There are many forms of testing that involve the measurement of systems during “live” operations. In decreasing order of complexity:

  1. Analysis
  2. Demonstration
  3. Inspection

It’s very important to choose the testing method that best suits the purpose. Analysis for instance is suited to testing requirements like long-term reliability of electronic components, and when assessing inspection is appropriate.

Selecting the right verification methods produces the right results and saves time and cost.

Experts also recommend a test strategy than begins early and is continually refining. Plan the test strategy from the onset of the program and refine it throughout the program’s life cycle. The stakeholders should also be involved in the development and review of the plans and test strategy.
